I have the honour to acknowledge the receipt

of your Confidential Despatch of the 22nd. of October enclosing correspondence intercepted in the post concerning the Agency of the Texas Oil Company and other matters.

The correspondence is unsigned and before tax- -ing Mr. Cheetham with the references to him therein I desired to obtain the name of the writer of the letter of the 29th. of June.

I therefore sent to you my cypher telegram of the 29th. of Novem- -ber, parap rase enclosed, to which I have not received a reply probably because the intercepted letters were unsigned copies.

I had token no action against Mr. Cheetham ♬

when I received your code telegram of the 21st, instant, decode enclosed, and on the 22nd. instant I received a telegram from His Britannic Majesty's Consul-General at Shanghai, copy enclosed, which I communicated personally to Mr. Cheethan on the 23rd. instant. Kay is a person named Kalisch of Manchester who has late- -ly changed his name and who is managing the fin of Heynssen Martienssen, with which Messrs. Rudenberg and Wignall are connect- -ed. The Censor has had a good deal of correspondance with Fixity concering these individuals. Mr. Cheetham told me that the offer had not been made with his knowledge and consent and that he had no desire whatever to join a Firm which had such a German odour. I
